Difference between place of issue and country of issue of passport

                    Your "Country of Issue" is the same as your "Country of  Citizenship". And may naot be the same as ' Place of issue ' . For example, if you are a citizen/Nationality  of  India and you are getting your passport from Indian Consulate in Dubai - then India is your country of issue and Dubai is your place of issue .
